Approval clears way for institution to run NCE and university degree programmes under Federal Government’s Dual-Mandate policy

MOSOGAR, DELTA — The National Universities Commission (NUC) has approved 31 full-time undergraduate degree programmes for the Delta State College of Education, Mosogar, under the Federal Government’s Dual-Mandate policy.
The approval means the College can now run approved National Certificate in Education (NCE) and degree programmes side by side, expanding opportunities for students seeking university-level qualifications within the institution.
The development followed a Resource Verification visit by the NUC, during which the commission assessed the College’s facilities, infrastructure and academic staff for the proposed programmes.
The Dual-Mandate policy, backed by the Federal Colleges of Education and State Colleges of Education 2023 Amendment Act, allows qualified Colleges of Education to operate both NCE and degree programmes.
In its approval letter to the institution, the NUC confirmed that it had considered and approved the full-time mode of all 31 undergraduate programmes applied for by the Delta State College of Education, Mosogar.
The approved programmes cut across six schools within the institution.
Under the School of Education, the approved programmes are Guidance and Counselling, Library and Information Science, Educational Management, Primary Education Studies, Early Childhood Education, Educational Technology, Adult and Continuing Education, and Sustainable Development Studies.
The School of Vocational Education will offer Agricultural Science Education, Home Economics Education, Entrepreneurship Education and Creative Arts, alongside Business Education with options in Accounting Education, Economics Education, Office Technology and Management Education, and Marketing Education.
The School of Art and Social Sciences received approval for Economics Education, Social Studies Education, Political Science Education, Christian Religious Studies, Music and Geography Education.
The approved programmes under the School of Sciences are Chemistry Education, Integrated Science Education, Computer Science Education, Biology Education, Mathematics Education, Physics Education, Human Kinetics (Sport Management), Health Education and Environmental Education.
The School of Languages will offer English and Literary Studies as well as English and Communication Arts.
The approval represents a major milestone for the Delta State College of Education, Mosogar, as the institution enters a new phase in which it can award university degrees alongside its existing NCE programmes under the Dual-Mandate system.
The development is also expected to provide wider educational opportunities for students in Delta State and beyond while strengthening the College’s role in teacher education, skills development and higher education.
The approval followed the NUC’s assessment of the institution’s readiness to operate the programmes, including its academic manpower, facilities and infrastructure.
The institution’s management, staff, students, governing council and other members of the College community have been commended for the development, which is expected to further position the institution within Nigeria’s higher education landscape.
IBN News reports that the expansion of degree-awarding opportunities in Colleges of Education forms part of broader efforts to strengthen teacher education and provide students with additional pathways to university-level qualifications.
