Executive Assistant Says Only Police Have Legal Power To Inspect Vehicle Documents And Mount Checkpoints

The Delta State Government has warned vigilante groups, the Anti-Cult Volunteer Corps, Raiders, the Civilian Joint Task Force (CJTF), hunters and other volunteer security outfits against checking vehicle documents or setting up checkpoints without the presence of police officers.
The warning was issued by the Executive Assistant to the Governor on Security, Engr. Udoka Emmanuel Chika-dibie, who said the responsibility of verifying vehicle documents, inspecting engine and chassis numbers, and conducting vehicle checks belongs solely to legally recognised law enforcement agencies.
According to him, volunteer security organisations are not authorised to stop motorists for document inspection or establish independent roadblocks. He stressed that such duties fall under the jurisdiction of the Nigeria Police Force and other agencies empowered by law.
The government advised residents to report security concerns through the state’s emergency security hotline 08026723338, where trained personnel are available to provide immediate assistance and coordinate appropriate security responses.
Engr. Chika-dibie urged members of the public to cooperate with security agencies, stressing that all security operations must be carried out within the law to protect citizens’ rights while maintaining peace and public safety across Delta State.
The clarification comes amid concerns over reports that some volunteer security groups have been stopping motorists to demand vehicle papers and conduct inspections without legal authority.
